Removing line-card kills network

I am attempting to remove a

WS-X6408A-GBIC 8 port 1000mb GBIC Enhanced QoS Rev. 1.1

From our CAT6509. It is running the Supervisor 720 w/ PFC3bxl

IOS Version 12.2(18)SXF9

When I do, I receive no errors from the cat 6509, but the edge switches plugged into the other cards lose all communication.

When the GBic is reseated, communications return to normal.

The only clue I have is when I reseat the card, I receive the message

%MLS_Rate-4-DISABLING: The Layer2 Rate Limiters have been disabled.

OK - Maybe this will help...

The linecard in question is the only one that is not fabric-switching enabled.

Is it possible that the switch is attmpting to change from Truncated to Compact modes when the card is removed, and entering an error state which would not allow any network switching to occur?
