CNA: Telnet Client is Disabled : Vista X64

when i try to telnet from Network Assistant in Vista x64 I get telnet client is disabled.... but it's not it's installed and working fine. This also happens on server 2003 x64.

Is there a fix?

This has been seen by someone before and the workaround that fixed the problem on 64 bit machine was to copy telnet.exe from the standard system32 folder to SysWOW64 folder (both these folders should be under the OS windows folder - default being "C:\WINDOWS")
