The purpose of the 'no spanning-tree optimize bpdu transmission' command is to avoid bpdu transmission from being optimized. If the bpdu transmission were to be optimized on the 2950 platform, it could potentially consume too much CPU utilization and have an impact on other software features that may be simultaneously configured on the switch. Going forward, there are no plans to change the default behavior of this command. Also, there is no way to disable this command.
