No dial-tone when H.323 Gw configured between ccm and avaya

Avaya connected to CCM 6.0 as H.323 Gateway (not trunk) via C-Lan. CCM extention: 82000. Avaya extention: 62018.

There are two route-patterns on Avaya:

1) 82xxx route over h.323 GW.

2) #101 Code to route call over H.323 GW. User is supposed to dial 82000 afterwards.

User from Avaya phone is able to dial 82000 directly. But when user dials #101, there is small beep and no dial-tone. User dial 82000 afterwards but call doesn't mature, gives fast busy tone.

I've checked the call manager logs and don't find called number appearing in the logs when #10182000 is dialed from Avaya Phone. See following output showing null values again called number:

SetupInd, cdpn=, cgpn=62018

Matching Legacy Numeric, digits=

When directly 82000 is dialed from Avaya extention, CCM log shows correct dialed digit: 82000 and call matures successfully.

Pl let me know if H.323 gw between IP-endpoints gives the dial-tone (i.e. when avaya user dials #101, would there be a dial-tone for him like a TDM GW?).

Any additional configuration required to make this work if supported?
