ASA 5505 host license limit problem

I have a ASA 5505 with a 50 host license, 25 SSL VPN license, and the security plus license.

The 5505 is dropping connections due to the host limit despite the fact that only 9 hosts are active. Example:

prompt# show local-host

Detected interface 'outside' as the Internet interface. Host limit applies to all other interfaces.

Current host count: 50, towards licensed host limit of: 50

Interface DMZ: 0 active, 0 maximum active, 0 denied

Interface Wireless: 6 active, 6 maximum active, 625 denied

Interface Alarm: 1 active, 1 maximum active, 0 denied

Interface outside: 73 active, 227 maximum active, 5 denied

Interface inside: 2 active, 10 maximum active, 0 denied

Interface _internal_loopback: 0 active, 0 maximum active, 0 denied

I am somewhat baffled by this; anyone have any ideas? (6 + 1 + 2) < 50 right?

I reloaded the firewall, which reset the connection count down to 4. After establishing one VPN connection, the license count jumped to 14, and has not lowered again to its previous level after the VPN session ended.

This is very bizarre.
