No command is necessary to be able to use the all ones subnet. There is no restriction for all ones similar to the restriction for subnet zero.


It is a fairly common assumption that the all ones (broadcast) subnet is restricted similar to subnet zero, perhaps applying the principle that the all ones host address is reserved. But in fact there is no restriction. Just configure it and use it.
