Intermittent isdn failure on Cisco 1700

Hi, I have a really weird isdn issue. My isdn serves as backup to the primary leased line. It is only activated when the leased line fails. However, recent tests have indicated that the isdn doesn't always work. It always dialls the same number. I have replaced the card, router, local rj45, tried dialling into a different number to no avail. The isdn does work intermittently (I have a working debug showing a good isdn call if you want). The debug from a failed ISDN is attached. Also, please note that at no stage do I loose connectivity to the local isdn switch.

In addition to the output of debug dialer it would be helpful to see the output of debug isdn q931 when attempting to place the call.

The above output includes the debug isdn q931, debug isdn q921 and debug ppp negotiation. This is all I get for the ISDN when it fails.
