Need to clear ip eigrp neighbor after adding entry stub routing/prefix list

Does anyone know why we need to "clear ip eigrp neighbor" when adding an entry stub routing and prefix list?

For example:

The following prefix list is added:

prefix-list LOCAL-NETS seq 40 permit 10.29.202.16/30

This prefix-list will not work until we do a "clear ip eigrp neighbor 10.29.202.16" command.

This may be expected for the prefix-list to work, but what is the reasoning behind it?

Because due to the nature of EIGRP for stubs it will not auto clear out of the routing table old adjacents. Yes you could wait several hours if you wanted EIGRP to "walk". You could also do a "clear ip eigrp * soft (out) or (in).
