MAC Authentication...

Is it possible to authenticate devices (Laptops) by MAC address against ACS without the need for user/RADIUS authentication? For example, have a list of allowed MAC addresses configured on ACS which is used to authenticate wired clients on the network?

OR... Can you recommend how we can do this if ACS can't, and have a single “allowed MAC address list” which is centrally managed?

You still need to have a souce of where the mac addresses will be authenticated against. You can use a local switch or access point or use a RADIUS server. I personally chose the RADIUS server ACS 3.3. I am using it to authenticate wireless users, using WPA2-SPK for encryption.

On a ACS box, you can enter the mac address as the user and password to add the mac to the database.
