I have a requirement where analog phones are connected to the FXS ports on the 2811 router.
Is it possible to have one analog phone auto-ring (PLAR) two other analog phones at the same time?
Do I need CME to achieve this or voice-port and dial-peer config will be sufficient?
Thanks.

What you want is a "parallel" or "forked" call.
There are at least two ways to do that options. One, the easier, is that you configure CME with the analog ports SCCP mode. Links provided on requst.
The other, is that you make work a script I wrote that places parallel call. This require that you have a good understanding of cisco voip things, including TCL/IVR, but should not require any CME configuration.
The script is at:

Hope this helps, please rate post if it does!

I read the feature guide on the FXS ports on SCCP but it did not mention about multiple plar destination. Checked thru the CCO for other docu but to no avail or have I missed them out?
I will try to test out the script if I got the equipment ready.

plar is "before", CME is not aware of that. Just have a DN with the plar number shared on two phones.

I would refer you to the "official" examples in doc:
