I have (2) 2811 routers and I would like to simulate a frame connection between the 2 routers..Is there a cable or some device that I can use to plug into the T1 cards on each router to simulate a WAN?

You cannot simulate a Frame Relay network without a 3rd router acting as a frame relay switch.
(you need a device to generate LMI for the frame relay endpoints to receive)
You can simulate a Serial WAN, hdlc, between the two routers using DTE and DCE cables.

Back to back frame relay can be an interesting beast, some things I try never seem to work when ever I attempt to do use it. PPP auth over frame-relay (using a virtual template) But that's more than likely a mistake on my behalf :D
I seem to recall reading on another site (it's not mentioned on the cisco site) that you need to issue the command
frame-relay switching
in global conf, I don't get to use frame relay much so i'm not that confident in my FR abilities
