CiscoWorks Voice Manager CWVM really needs to log into routers?

I am doing the network administration for this customer. But just today, this customer tells me he has bought CWVM and that he needs a TACACS account in order to have CWVM enter the routers ( the ones acting as voice gateways), because he wants to gather voice call statistics.

Now my question is, does he really needs a username/password for his CWVM just to get gather statistics? Is not that what SNMP is intended for? Why does CWVM needs to log into routers if it only wants to gather stats rather than changing configs?

Can anyone enlighten me?
