Voice & Data On A Single T1/E1

Why are telcos so reluctant to provision voice and data on a shared T1/E1? What is everyone's experience in requesting then implementing / maintaining this? Is any one willing to share their story in requesting / implementing this (ie telco interaction/procedure)?

I guess that each telco/lata/city/zone is a different story. Whatever the reason, as a customer you can only accept or switch to a different SP. Anyway with the strong presence of metro service today, fractional data T1 is less and less needed. It's just too little bandwidth for today networking.

Also consider that outside north america, integrated access is unheard of.
