If it's standard 802.3af/IEEE it should work. Just looked this switch up and yes it supports 24 Ports IEEE 802.3af PoE.

Just beware that some of the older Cisco IP phones may not support 802.3af POE and only support Cisco Pre standard (http://www.cisco.com/en/US/products/hw/phones/ps379/products_qanda_item09186a00808996f3.shtml#qa4).

Because you are using a non-Cisco switch that provides 802.3af PoE. The problem is that the 7940,7960 and other older Cisco phones use a pre-standard power and not 802.3af PoE which this manufacturer uses. The 7911 should be good to go :)
