Can you try recreating the self-signed certificate and restart the daemons?

You can do this by going to

Server > Security > Single-Server Management > Certificate Setup Choose "Apply".

Once this is corrected, DCR would startup without this error.

Please remember to restart the daemons.

Windows:

net stop crmdmgtd

net start crmdmgtd

Solaris:

/etc/init.d/dmgtd stop

/etc/init.d/dmgtd start
