Exactly which report is this? Are you referring to the "Devices that are not configured in ACS" report? If so, I'm surprised you could delete those devices in the first place as they should not have been visible in any device selector.

Something you might try is temporarily breaking ACS integration to see if the devices still show up in the device selectors when CiscoWorks is using local authorization.
