IP Phone with low volume

Hi,

I have a callmanager 4.1 with a Cisco1761 router. When I recieve external PSTN calls, the volume on the IP Phone is not audible enough. Is there any possible config to be done on the router to make the volume audible, or is this a case of QOS?
