Per-Packet Loading Sharing don't Work.

Hi NetPros !!

I'am having a trouble on 7513 router.

This router have 2 multilink interfaces with 12Mbps to another router of mine ( a 7200 router ). I run ospf over this 2 links and ip load-sharing per-packet configured on both interfaces. The issue is: Per-packet balance is not working in the output, but that is a point: If I configure an ACL with the rule: permit ip any any log to force process-switching on both interfaces, per-packet loading balance works fine, but cpu utilization stay high. Can anyone help me ? Here is my picture:

IOS Running: rsp-pv-mz.122-34.bin


Slot 10: VIP4-50 RM5271

PA Bay 0: Multi-channel (E1) PA, 8 ports

PA Bay 1: G703 Serial PA, 4 ports

Slot 11:VIP4-50 RM5271

PA Bay 0: Multi-channel (E1) PA, 8 ports

PA Bay 1: Multi-channel (E1) PA, 8 ports

** Distributed CEF is enabled on router
