I ordered part number CCM 6.1 MCS-7835-H2-IPC1 server for a call manager 6.1 upgrade.
I was quoted part number MEM-7835-H2-1GB.
Is this additional memory needed for the CCM install?

Yes, you do not need it, but having more memory in server can not hurt and will actually come in useful.

"Some servers that are listed in the compatibility matrix may require additional hardware support for Cisco Unified Communications Manager Release 6.1. Make sure that your server meets the minimum hardware requirements, as indicated in the footnotes of the compatibility matrix. Cisco Unified Communications Manager requires a minimum of 2 GB of memory, 72 GB disk drive, and 2 GHz processor."
MCS-7835:
The MCS-7835-H2 ships with 2GB of memory installed.
