I have a peer-group template and neighbors are binded in that template.
when i mention the command of route-map for a particular neighbor and that neighbor is also binded with the peer-group, in this case i am not able sepecify the out but in is working.

You should bear in mind that a peer group is much more than just a template.
One of the main features of a peer group is that you must have the same outgoing policies for all the peers in the group. The idea behind the peer group is to save CPU time by compiling one set of updates only, and sending it to each of the peers in the group. Of course, for this to be viable, the outgoing route-map must apply to all peers in the group. That is why it will not allow you to attach the route-map to only one peer.
