Isn't the second line a malformed syslog, without the Facility and Mnemonic fields? Is this an IOS bug?

Buginf logging is enabled by default. You'd have to turn it off with "no logging buginf".

This is most likely not a syslog message at all, but a "buginf" message. Buginf messages do not have to correspond to the syslog format scheme. What version of code is this?

Confirmed. This is a buginf message. This message is displayed when the PS inserted is not a known PS type for the device. This is not a good thing. Either the code needs to be updated, the PS is bad, or the PS cannot be used in this device.

I don't see "logging buginf" configured. Is it enabled implicitly by default, in this version or all IOS? Does it get sent to the syslog server anyway? The troubling part is a proper syslog "%C6KPWR-SP-3-PSUNKNOWN: Unknown power supply in slot 2" does not get generated until 2-8 mins after those three lines appeared.
