If you want to authenticate to a radius server, then you can use IAS or any other radius server if you want. For WLC's you check the management user in the radius server.

I have explain bad. I only want to know if when I am using a server with TACACS in a WCS enviroment, this server must to be an ACS or it could be a non-Cisco server.

You mean if you are using a server with TACACS in a LWAPP environment? WCS and the WLC's is authenticating to TACACS. You don't need ACS, but you need a radius server that supports TACACS. Hope this ansewers your questions.
