With Wireless LAN Controller Module in 2800 router is it best practice to have it give out DHCP to APs, internal users, and guest users? Or can existing Windows DHCP server be used for any/all of those?

For regular wireless traffic, the MS DHCP server works just fine.
The DHCP pools on the router are typically used for inbound remote connections.

Like Scott mentioned, the MS DHCP server would work just fine. Depending how you have your guest setup, that is usually the only time I will use the WLC as a DHCP. Again, that is when I have a WLC used for guest access and anchored to a DMZ.
