Similar problem was faced by me to on E1 controllers were automatically shutting administratively .Its was a problem with the interface what you do is enable terminal monitoring you will find the error messages once you turn on the controller configure syslog on the router if you cannot enable terminal monitoring

U can also use command show controller you will seee unknow on the controller type
