Is there away to force IP phones (7961 or 7941) to auto dial a 1 before the area code when using the re dial feature?

no, it's not possible, maybe using a translation pattern but that would add the prefix to any call that matches the string you set it for
ccm does not distinguishes between a normal call and a redial when doing the digit analysis

A translation rule/pattern would be the easy fix. Look for [2-9]xxxxxxxxx (ie, 10 digits not starting with a 1 or 0) and add the leading 1. You can also setup more specific rules. For example you can add add the area code for specific local exchanges (our LD is cheaper than extended area local calling), remove local area code if it should go local, block non-US area codes, etc. I have a fun rule which forwards calls to 976 numbers to a voice-mail box with a warning message. I used to just forward them to the security managers phone - boy was that fun when the person didn;t realize they got forwarded!
