Fast Dial/Personal Address book pre-dial not working

I have a CCM ver 6.0.1.2 that has personal address book and fast dial services, when I add the pre-dial of 9 into there it doesn't work on the phones. It just dials the number that is in the directory or address book, does anyone know if there is a bug with this or any other configuration that has to be done?

From CCM service parameters for callmanager service(Advanced), you can configure International Number Prefix, National number prefix as 9011 and 91. also have a look at this bug:CSCsh61559

I'm having trouble adding the Personal Address Book URL. I can't find an URL in the System or Admin guide. I'm using the same old URL that worked in CCM 3.x and 4.x. I also tried HTTPS.

http://10.19.45.10/ccmpd/xmlAddressBookInput.asp

The old URL worked for Fast Dials:

http://10.19.45.10/ccmpd/xmlfastDials.asp
