Can we run T1-E1 link with fast-Ethernet speed? if not then please tell me why?

The fast ethernet links are desinged to support a higher data rate than E1 links.
Hence u cannot run an T1-E1 link with fast ethernet speed.

Raees.

I feel you can limit it to T1 or E1.
Use rate limit.
below is the example for T1.
rate-limit input 1619002 200000 202375 conform-action transmit exceed-action drop
rate-limit output 1619002 200000 202375 conform-action transmit exceed-action drop
First value is in bit and rest to in bytes.

Hope this is helpful.

Then why T1-E1 cant support such a high data-rate like Fast ethernet?
Can you please elaborate more?

One reason why not, as you increase the modulation rate ("speed"), the characteristics of the wire that keep the signal from distortion become even more important. It also why there are different "categories" of Ethernet wire for 10 Mbps, 100 Mbps and 1 Gbps.
