Can we use the CDR raw data files for both third pary billing software like Phone control and CAR at the same time or only one.

You should be able to use the CCM CDRs with multiple CAR applications simultaneously.
(as long as the CDRs remain intact after a CAR reads/uses them)
I've got a third party call accounting and CAR using them simultanously.
