Is there a way to have inbound calls to specific voice ports disconnect. Currently they are matching a peer and returning dialtone. We would liek the call to just disconnect or Ring no answer

You can force it return busy tone by PLAR'ing it (Private Line Automatic Ringdown) to a non-existant number.
e.g.:
voice-port 0/1/1
connection plar 8888
Assuming that 8888 is not routable by the gateway, then the call presented from the LEC to 0/1/1 will get busy tone. You'll still be able to make calls out of that line to the LEC just fine.
