We are trying to connect an Avaya ACM trunk to CUCM/CME thru a CUBE (IP2IP Gateway)via H.323

We can successfully make calls from the CUCM and CME via the IP2IP Gateway to the Avaya ACM but we can NOT make any calls from the Avaya to the either CUCM and CME. A sniffer trace indicates a "Cause No. 38 - network out of order."
