AK,
2811 supports max of:
36 SCCP Phones
144 Ephone-DNs
CME is not a so bug free setup, so i recommend to follow the guidelines from the cisco site:
http://www.cisco.com/en/US/docs/voice_ip_comm/cucme/requirements/guide/cme402sp.htm
Hope it helped
Regards.
Met.

Actually a 2811 should support only 36 phones, and will not support more than that (actually a bit more, type ? after max-ephones).
There are no licenses that you can buy to increase that number.
As a workaround you can configure additional phones in SIP, but I would NOT recommend that and you should buy a bigger router instead.
Hope this helps, please rate post if it does!

Wat about Cisco 2821 (revision 53.51) with 249856K/12288K bytes of memory.
Is it restricted to 48 IP phones ?
thanks

Actually 52, because Cisco allow form some excess from the marketed numbers.
