usually you set two locations on each cluster, one on which the phones reside and other one for the ICT. this way you control how much BW can be used for calls over the ICT since usually there is a BW restriction on the links (usually a WAN link), if you allow extra calls to go over the ICT they will affect all calls quality.
that's the reason i was asking, if you have locations when you try a call that goes over the allocated BW it would fail
