Is there a way to recover Unity Voice Mail box if the active directory account is still present?

Do you me a subscriber Unity mailox?
and you you mean AD account present or not present?

The unity account is gone. The active directory account is still present.

If you don't see the subscriber in the list then he is orphened.
You will need to use removesubscriberproperties tool.

If you are using Exchange, is the mailbox still there? If it is, and the AD account is still there, you should be able to go into the Unity admin and import the user back into Unity.
1) Go to Add Subscriber
2) Choose Import Existing Exchange User
3) Select the user that you are trying to recover.
If the exchange mailbox has been marked for deletion, you can recover it by going to the Mailboxes list in Exchange System Manager and reconnect it. Then follow the steps above.
