Is it possible for the gateway answer the call and prompt some message to the caller.
should I use unity ? is it possible to do with TCL ?

Hi Andrei,
you are talking about disaster recovery scenarios, yes you could use:
CUE or TCL in the event you want to deal with the calls at the GW level
or
Autoattendant on the Call Manager
All those solutions will have their pro and cons naturally and the exact selection would be clearly defined by your specific requirements in terms of call volume, prompts, ports, etc.

If using CVP with IPCC, the survivability.tcl script does what you want. It was not clear from your question whether you are using IPIVR or CVP.
