Static IP on ACS

I have a new ACS Solution engine 1113 running v4.1.1.23 and CSA build 4.0.1.543.2

I cant seem to configure a static IP address on the server. Each time I configure static IP entries via the console (IP address, DNS, Default gateway) and disable DHCP and reload the box it comes back up with either a DHCP address or a 169.x.x.x address.
