Hunt Pilot Forward Busy with all phones HLog out does not work

Running CM 6.1 I have a Hunt Pilot Setup with a couple of Test Phones in the Line Group. I am testing the HLog feature where the phones can login and logout of the huntgroup. There is a couple of settings in the Hunt Pilot where it Can forward no answer to lets say the voicemail pilot number or really any other DN and it works when phones are logged in and the RNA timer expires. However when all phones are logged out the Forward Busy does not work. I get a busy.


Anyone have any ideas.
