unidentified callers and max recording length

the explanation on maximum recording length is to define the length for undentified callers when they leave messages. I tested in two scenarios below, it all applies.(caller hear you've reached the max recording length etc). this doesn't look right to me,

Scenario 1:

A subscriber leave message to another subscriber(this one has 1 second max recording setting)

Scenario 2:

A non-subscriber( a CCM phone) leave message to a subscriber(this one has 1 second max recording setting).

I thought at least it should allow the subscriber caller to leave message.

There are two places to configure this setting in the Unity system. One is under the Subscriber > Messages > Taking messages from outside callers > Maximum message length

The other is under the Class of Service > Messages > Maximum length of message subscribers can record

The first is for outside callers and the second is for internal subscribers.
