Egress policing is not supported on the 3560.

Outbound policy maps are not supported as they are on most Cisco routers. What you might do is review the configuration guide's chapter on QoS for your 3650 IOS version, e.g. http://www.cisco.com/en/US/docs/switches/lan/catalyst3560/software/release/12.2_44_se/configuration/guide/swqos.html
