Hi all, can layer 2 switches read both the cos tag and the dscp tag and apply policy to them? also do they have the ability to mark both the 802.1p and dscp value ?

Most newer Cisco Layer-2 switches can. In fact, even Cat 2950 with Enhanced Image has this capability.

They should be able to. Look up Cisco's Feature Navigator.
