Is there a way for a contact cneter supervisor to change the skillsets and or competence level of an agent without giving them access to CRS Admin?

Yes, this feature is available in IPCC 5.0.

Define a user as supervisor and then login with his credentials to appadmin page, you'll notice that the RmCm subsystem is available.

I tried that, and all i get are system>logout and tools>plugins/RTR

Did you ensure that the user has Supervisor role under tools --> user management. After the user is defined with supervisor role once you login to appadmin you'll see subsystem tab with rmcm under it.

I did. Duh, me... I guess it would have helped if i looked at the menu on the left hand side :-)
