Does anyone know if you can upgrade a WLC from 25 AP's to 50 AP's without having to buy another WLC? Is it a licensing upgrade?

It is a hardware change..... not a license upgrade.

Hold it! What type of controller do you currently have? If it is a 4402 all you need is a license:

That isn't a license.... it is the actual appliance. There is not license upgrade on those.
