Can one use a non multi access (WAN ) interface to address router high availability.
For example is there a way to run something like HSRP/VRRP over a (DCE/DTE) direct serial connection?

HSRP/VRRP require interfaces that support broadcast and MAC addresses. Below is a link detailing HSRP configuration:
