Private VLAN question

do private vlan's stop layer 3 communication since it is stopping layer 2?

Yes, you have to thing of network communications in term of the OSI model with its 7 Layers. If MAC address and arp is not resolving the Layer 3 ip address the device won't know how to reach it.
