Sounds like you have moh on device pool level and all your phones are in the same device pool, take MoH out of the MRGL on the device pool, place it in a custom MRGL and assign this manually to each phone, also make sure you other resources you need are in this MRGL as well.
Is you MoH Server in the default MRG? This group will get searched regardless of what MRGL is selected.
