Stopping Music On Hold

As a default, we turned on MOH for the entire clusterwide (CCM 4.0).

We want to disable this functionality and utilize it as necessary on per phone.

What would be the required steps to make this change?

You probably have MOH defined at the device pool level...unassign from your device pools, and just assign to the phones or DN's as needed.

"Media Resource Group List" and "User Hold MOH Audio Source" is selected as "none" in device pools.

Sounds like you have moh on device pool level and all your phones are in the same device pool, take MoH out of the MRGL on the device pool, place it in a custom MRGL and assign this manually to each phone, also make sure you other resources you need are in this MRGL as well.
