One of our customer needs to go for a second ISP for redundancy and load balancing. They r using VSNL IP inside for webserver. Their second ISP is Reliance. They need to use the same IP address when they need to route the packet through Reliance in case of primary line goes down. Can i get a solution using Cisco routers.

It depends on your ISP, not on your router.
You cannot use the same IP address when you need to route the packet through Reliance in case of primary line goes down. because the IP address does not belong to Reliance's AS.
