Will at cat6509 be able to push its Vlans to a 3com switch that supports 802.1q?

No, it (almost certainly) can't.

The 3COM doesn't support VTP, does it?

They will both communicate via the configured VLANs, that's covered by 802.1q, but the discovery & update of VLAN info is VTP, and that's Cisco proprietary.
