HUM 1.0 discards on vlan interfaces

We are now evaluating HUM 1.0, and there are strange numbers in Top N interfaces discards chart - two vlan interfaces have ~1.7 and 0.3 % discarded packets per second.

How is it possible?

A discard can occur because a packet was sent to a TCP/UDP port for which there was no listener. For example, if someone tried to make a telnet connection to the IP address on the VLAN interface, but telnet was disabled.
