Can a 2801 be a H.323 Gatekeeper, if so, which IOS feature set?
Also, if anyone can tell me what to look for in an IOS feature set that indicates that the image can run as a H.323 Gatekeeper?
Can anyone recommend a cheapish router than I can use as a Gatekeeper for my lab, without recommending an emulator?

I dont see a reason why not. There is a IPIPGW feature set available at CCO. The feature set is called
INT VOICE/VIDEO GK, IPIPGW, TDMIP GW AES
(In 12.4 IOS train)
You can use even a 2600 XM router if you can get the MCM feature set for it.
For production use, a gatekeeper requires a GK license that you have to pay.

Yes, it can be. You can even achieve your goal in your lab by using Cisco 2500 or 2600 routers as well.
