Can someone let me know what the following Q921 is saying on the RRp and the RRf. I believe that the SABMEp is stating no D channel or believe you might call it layer 2 not seeing any response.

Of course telco thinks it is the gateway but I installed two PRI's at the same time the other is working fine.

Yes you getting some response
*Jul 1 16:05:58.879: ISDN Se0/1/0:23 Q921: User RX <- RRf sapi=0 tei=0 nr=23
but not the right one to initialize L2.
As you noted, telco can be very insistent to claim "no problem", at which point the only effective solution can be to invite them on premises with a portable call generator to check themselves.

PRI's are now up. It took them 3 hours to find the problem and rebuild on the telco side.
