Extension not assigned to a device, but call fwd?

How Can I create/modify an extension, but not associate it with a device and have it fwd all calls to another extension.

I need this for people going on leave or just old numbers departments do ever want to get rid of.

One option is to assign the DN to a CTI route point.

In CCM admin, go to Device > CTI Route Point. Add a new CTI route point and add a new DN to the route point.

create a CTI route point and assign the DN to it

or create a translation pattern and modify the called number
